I think every country in the world has some form of the same document. I am a realist so I think of it this way, If we have a world with life on it then I am quite sure there are other worlds out there with life on them. It just seems that the powers to be all seem to think that life HAS to need the same environment to live that we do. They do not think that a species would evolve around it's environment.

There is a theory that intelligent life is self extinguishing.
Technology that would enable interstellar travel is an offshoot of military technology.
Military technology is developed because different societies on a planet hate each other.
As part of an arms race a society will build weapons capable of destroying a competing society.
Rival societies feel compelled to build similar weapons
A weapon that can destroy a competing society is powerful enough to destroy all societies on a planet.
Once a planet host societies that develops technology that enables them to build weapons that can destroy a competing society, the weapons are invariably used.
This theory also explains why we detect no radio transmissions from other planets.
The timeline between the advent of radio broadcast technology and the use of weapons capable of destroying the civilization is a rather short window.

But that theory is based on Human thinking. Think outside the box. What if there is a civilization out there that realizes that war is self defeating and is basically a no win situation to put it in human terms. If those beings are advanced enough to have found space travel then they are surly not going to be contacting, nor are they going to be detected by warring beings like us.

Yeah, as soon as they are capable of comprehending three or four lines of Beverly Hillbillies, they'll post a Do Not Touch sign under PLANET EARTH in big bold letters on the intergalactic web. Then, the only visits Earth will receive is from alien life forms who are on the run from the law and worn out space travelers whose ship has broken down.

In order for a civilization to discover "that war is self defeating and is basically a no win situation", they will have almost certainly engaged in warfare at the level I describe, and wiped out the civilization in the process, a premise that also explains the lack of radio communications from other planets.

Again, This is based on human presumption that all forms of need to fight to survive. Whether you believe in a higher power through religion or you believe in the theory of evolution where the strongest survive the end result is the same, fighting to stay on top. That is how THIS planet evolved.
If you can think outside of those bounds it is possible to think there is another way. I can't tell you how it would work, if I could I would not be sitting here behind a run down homebuilt computer. as far as radio communications go, how do you know there is not some other form of communication we know nothing about? SETI has been receiving radio signals from space for 70 plus years that have never been identified.

the manual George posted does make for interesting reading. i am not so arrogant as to believe that humans, and our planet, are the only living creatures in the vastness of the universe.
