Looks like a garbage disposal on a tripod. Unknown what the plumbing is for, other than boxes say Can Crusher.

GIVE THAT MAN A CIGAR! That's absolutely correct....and if you decide to make one, I think the only rule is that the impeller on the disposal should NOT be galvanized.
