PCV Valve Body

I am repainting my valve cover and when I removed the PCV valve I noticed that the two sections of the PCV valve body easily rotate on the crimped connecting edge at mid-body. This seems to be a recipe for a vacuum leak. Should the two parts of the PCV valve body rotate or should they be crimped tight? This PCV valve is stamped: "AC SPARK PLUG TYPE CV-6976" This is on an older, two belt engine in my '75 A2 -ron m-
