If paint remover is not cutting it then it probably is CARC and that is exactly what it is supposed to do. Chemical Agent Resistant Coating.
Try heating the metal from underneath and see if that helps. Not to hot or you will warp the parts.
I think I'm going to scrape it where I can, then drag it outside and put a stripping wheel on it, I have a good respirator I can wear, made a little progress today.
This is what happens when all the bolts are frozen in the plastic composite lights.

Never know what treasures you will find, how did this get under the fuel tank? Yes, it still works. :D

Ever though it's not rusted out, it still has a lot of rusty bolts, the military didn't use anti-seize. Should I keep the original bolts and blast them or just replace them with new ones from the hardware store?

Did you use a .223 cal. screwdriver on that light?! You never know what hides in dark corners and I would just replace rusted bolts with new plated bolts. Get the grade 8 bolts from Tractor supply, you will never need the grade 8 rating and they are plated.

On both lights, as soon as I tried to break them loose, the internals broke loose and cracked the housings, had to break them up so I could get some vise grips on the mounting nut inside.

Might wanna save the guts. They are replaceable in these buckets and you never know when you're going to get lucky and fall into a good set of buckets with bad internals.

Yeah, the internals are in good shape but the housing was really brittle, it broke up very easy.

Nope. Chemical agent resistant coating, which means noting sticks to it chemically, including paint.

Au contraire, mon frère. I routinely touch up my deuce's CARC coating with rattle can paint....straight up, no primer. Shaken, not stirred. In fact, it seems to adhere very well. I'm not sure I would commit to a full repaint over CARC but so far, no problems.

From wikipedia - "Chemical Agent Resistant Coating is a paint commonly applied to military vehicles to provide protection against chemical and biological weapons.
The surface of the paint is engineered to be easily decontaminated after exposure to chemical warfare and biological warfare agents. The paint is also resistant to damage and removal by decontaminating solutions. Two-component systems (e.g. epoxy or polyester-based) are often employed. This coating is described in MIL-DTL-53072E."

So it's not really like a non-stick coating.

It's some bad sh#t! This is the first time I've had to deal with it, Do you think I should wear a respirator when scraping it??

Well, I doubt your scraping it will raise particulates small enough to inhale or ingest but a general purpose regulator is always a best practice. Safety first. I would say it doesn't have to be anything fancy if you're only just scraping.

Sanding is another matter altogether. Whether you're sanding regular paint or CARC paint, you don't want to inhale or ingest any of that stuff.

Hambone, Since you are planning to come up this way in the summer you might want to try to squeeze in a visit to see NJJeepers ambulance, it will definitely give you inspiration.

Found this under the paint on the front fender, looks like someone wrote their name on it at the factory.

Got the power pack pulled, I think I will pull the body down and put it on the rotisserie, that way I can power wash and clean it up well, I would rather work on my feet than on my back  and will make it easy to paint, just needs a little cleaning under there, no metal work. :D
