Spare Tire Mount

Looking for a take-off piece that is welded to the spare tire boss, and extends through a spare wheel stud hole. Has hole through the extended part for using a pad lock to secure the spare n the truck. I don't think this is a loose piece through supply channels?

I believe that locking stud is just a piece of mild steel round stock that is welded in with a hole drilled through it for the lock and a slight taper on the end. You should be able to whip one of those up with basic tools.
